Purpose

The purpose of the Animals in Libraries Guidelines is to provide Library Staff, Library patrons and animal owners with a clear framework outlining:

  • Legal requirements relating to animals in public library spaces
  • The rights and expectations relating to certified disability assist dogs
  • Clear guidance on which animals are permitted within library buildings

Scope

These Guidelines apply to all patrons, visitors and members of the public accessing Queenstown Lakes District Libraries facilities and public-facing library spaces. Staff only areas are managed separately in accordance with QLDC policies and workplace arrangements.

Queenstown-Lakes Libraries are committed to supporting inclusion, diversity and well-being within the communities we serve, while ensuring a safe, welcoming and accessible environment for all.

Permitted Animals in the Library

Certified Disability Assist Dogs are legally permitted in all public areas of the library. These dogs must be:

  • Certified by a recognised organisation listed by the Department of Internal Affairs
  • Clearly identifiable (e.g. with organisation logo featured on coat or harness)
  • Under control at all times

Library staff may request confirmation of certification where appropriate.

As of July 2026, recognised organisations include (but are not limited to; refer to the DIA website for the most up-to-date list):

Animals Not Permitted in the Library

  • Animals, other than certified disability assist dogs, are not permitted inside library buildings
  • Pets (including dogs and cats) are not permitted
  • Emotional support animals are not recognised as assistance dogs under New Zealand law and are not permitted in the library space

Approved Exceptions:

The following exceptions may be approved where they form part of a library-facilitated programme or event:

  • Certified therapy dogs may be present only as part of an approved library programme or event
  • Other animals (e.g. cats) may be permitted only by prior arrangement as part of an approved library programme or event
  • Animals are not permitted outside of these approved and library facilitated activities

Behaviour and Control

All permitted animals must be:

  • Under control at all times
  • Appropriately supervised
  • Behaviourally suitable for the environment

Any animal causing disruption, distress, or safety concerns will be required to leave the library.

Application

These Guidelines apply to all public-facing areas of Queenstown Lakes Libraries, including:

  • Library entrances and external entry areas
  • Foyers and lobby spaces
  • Customer service areas
  • Public meeting and programme spaces
  • All other areas that are accessible to library visitors and members of the public

Staff-only work areas, offices and staff facilities are managed separately in accordance with QLDC policies, health and safety requirements, and local workplace arrangements.
